They are random loot indeed, I've found one in Ishtar but wasn't there the next time , and one in the ruins near Mora Sul, but that was never there previously. I have never found two in a single game. I need a second one for my master sword design.

After looking at the list of weapons, seems so many I have not seen in the game.
